Documentation: mention real time sync for Jira Server/Data Center DVCS

The documentation about Jira DVCS mentions that data will be synced every 60 minutes, even though that's only true for DVCS with Jira Cloud. The Server/Data Center version creates webhooks on GitLab to support real time sync.

We should update the docs accordingly.
