Trigger webhook on Delete Release Event

In order to audit the Release lifecycle, Release events can be used to monitor Release objects and react to changes. Currently, the Release webhook fires only on Release creation and update. Deletion of Releases is a crucial event in heavily regulated industries, as these Releases are the deliverables to be audited and thus their deletion must be monitored and trigger follow up actions.

Thus, Release webhooks should also trigger on Delete Release events.
