Include default pinned navigation items when logged out

In January 2024 I floated the idea of including the standard pinned navigation items for logged out users: !142438 (closed)

This would make our platform way more intuitive to non-GitLab users (think... how would they know where to look to find a project's issues/merge requests?)

This stemmed from a new contributor UX study the Contributor Success team commissioned in 2023.

I don't have capacity to move this forward, but would love the idea not to be lost, and discussed and potentially prioritised/scheduled.
