Remove $green-500-focus SCSS variable

Remove $green-500-focus SCSS variable from _variables.scss and replace usage with appropriate GitLab UI design token or variable.

Remove the rgba() color function, eother replace with a static color, or remove in preference for a sensible value from color scales.
