Can't see group webhooks setting menu item while having permission

I have a custom role with admin webhooks and admin CI/CD variables, and I can access the admin webhooks page but I couldn't see it form the side menu:

If I go to the page via URL directly, I can access it without problem. This wasn't an issue before, adding regression
