Drop compliance standards adherence database table

Description

1. Once the feature flag enable_standards_adherence_dashboard_v2 is rolled out completely and cleaned and the new compliance standards adherence dashboard is deemed stable, then we can drop the project_compliance_standards_adherence table as it won't not used anywhere.
