Support JSM Deployment Gating for GitLab Self-Managed and Dedicated

Proposal

At the moment, Jira Service Management (JSM) Deployment Gating is only available for GitLab.com - Jira Cloud. We should support GitLab Self-Managed and Dedicated as well.
